Windows 10: Windows installation via USB missing local account option

I am going to pass out my old computer to a friend and I am reinstalling windows, but for some reason after the first steps, when I am asked to log in, there is no option to create a local account, only an outlook account, and I want to actually install some things for him, when did that change, why is it no longer an option?

Local account installation question

I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

The currently known, as of 10.0.130, ways to create a Local account sign-in are

• Skip this step at the MS account creation phase
• No Internet connection during the install
• static IP (post# 2 by Fragment) - New (to me anyway)

 

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

 

Clean Install, no option to create Local Account

This is an issue for the Windows Home edition.

However, when you get to step 24 in the tutorial below while doing a clean install, you can enter a bogus phone number to then have the "Offline account" link option to create a local account.
