Windows 10: Windows Installer issue Error 1719

A week ago I tried to open Word to work on my resume by clicking on the icon on my desktop and I got the following error:
"Windows Installer- Preparing to Install"

After 5 seconds it says: Microstoft Office Standard 2010

Error: 1719. The Windows Installer Service could not be accessed.

This can occur if the Windows Installer is not correctly installed.

Contact your support personnel for assistance.

I click on "OK" and it says: Problem With Shortcut

Fatal Error during installation

And when I click to open a PDF file, I get the following error:
AcroRd32.exe - System Error

The code execution cannot proceed because KERNEL32.dll was not found. Reinstalling the program may fix this problem.

What is happening? The only culprit I can think of is recent Windows updates that have been done? I did a system restore but the earliest date is June 20th 2018 and it did not work. If I went back a month ago I am sure I would be ok but I don't have a system restore point that goes back that far. I'm kicking myself for not creating system restore points. Please help. Thank you.

Error 1719 when trying to install Photoshop

Still doesnt work. Now it says the 1719 error again.

 

Unable to install Tutbo tax error 1719

I'm having the same error code 1719 when attempting to download and install TurboTax. When I process Krishna's steps the 'Startup type:' is greyed out and set to manual. The Service status is 'Running' and unable to be changed. I continue to be unable
to install the download from Intuit. Any other suggestions?

Error 1719 when trying to install Photoshop

I noticed you're running XP 64.

First, simply try installing Adobe into a different directory and that may fix the issue.

If not, you might want to try this because Error 1719 can occur in x64 when the 32-bit version of msiexec is registered as the msiserver.

Here's the fix:
1. Open regedit ( Start -> Run -> regedit.exe -> OK)

2. Go to the following key:
My computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer

3. Look at the ImagePath entry. For Windows XP x64 it should read:

C:\WINDOWS\SysWOW64\msiexec.exe /V

If it doesn't edit the registry to match that.

4. Restart the Windows Installer service from the Admin Control Panel -> Services CP
