Windows 10: Windows Installer msiexec.exe fails to start with Application Error 0xc0000142

For some reason, Windows Installer has stopped working recently, showing the following error:This error shows when attempting to launch the Windows Installer manually. If I attempt to do so via the Windows Installer Service, it simply hangs there for a while before failing. I cannot unregister and re-register the service, as doing so means I need to launch msiexec.exe, and that simply fails. I have tried the following:Using the sfc and dism commandsRunning an in-place 'upgrade' of WindowsDeleting msiexec.exe and letting sfc replace itWhenever msiexec fails, an event is generated in Event Viewe

VendorAPIRun64.exe Application error "unable to start correctly(0xc0000142)

during the install of the free windows 10 upgrade on my daughter's windows 8.1 system. during one of the system restarts, the upgrade installs have quit and with a white screen, the only message that has apreared is "VendorAPIRun64.exe Application error"
"unable to start correctly(0xc0000142)"

she can not accomplish any activity, what should we do to resolve this issue

Glad to hear that you got your problem solved. In my case, the Office 365 error was related to my manual deletion of Windows.Old, so I had to do a Windows repair rather than an Office repair. But there could be multiple causes of the error code 0xC0000142.
