Windows 10: Windows Installer Services Cannot be accessed

I have been trying to update a few programs mostly my VPN Surfchark When I do i get this :"The Windows Installer Service could not be accessed.This can occur you are running Windows in Safemode, or if the windows installer is not correctlyinstalled. Contact your support personnel for assistance."I am not running in safe modeWhen I manually try to start the service I get the following message"Could not start the Windows Installer service on Local Computer. Error 5: Access is denied."After an hour on the phone with technician who kept getting the same error and even got an "Access Denied" err

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

• Check the Service Status in order to see if the Windows Installer service is running.

• Try to install a program again.

Windows Installer Service issue - Vista 64bit

Looking like I have an issue with my Windows Installer Service (Vista 64bit Home Premium). Certain programs are unable to install properly, one of these being the Windows 7 Upgrade Advisor.

Anyone know the steps on how to repair it, if it is at all possible?
I am looking at this thread:

but would like to get some more opinions before I try that. I would also need the following from the registry of a Vista 64bit :

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver


I will save a copy of my current registry with Crap Cleaner before doing any of this. Incase it causes more issues, all I have to do is double click on my backed up registry and it should import itself, correct?

I would really appreciate any help. Thanks in advance.
