Windows is blocking files without any prompt to override

I'm trying to open game files and extract them from a zip file or run them from inside, but no matter what I do, it's saying that my computer thinks it could be harmful. No warning and then "extract anyway" or "run anyway" prompt, just basically'Don't you dare open this file'. I'm the local administrator, being the only person that uses my laptop, and I'm using Windows 10 Home. I tried unblocking the file in properties, and now the option has disappeared?

I'm not a computer guy, so I don't know what to do. Does anyone know how to solve this so I can just play my games in peace?

    Exact wording of blocking message:

"Windows has found that this file is potentially harmful.

To help protect your computer, Windows has blocked access to this file.

[Name of whatever file I try to copy, extract, or run]

How does this help my computer?" Does nothing except take me to Microsoft Help for Windows 10

    :)

Installation media boots to command prompt

I've just booted from known working install media to see exactly what it does when booting. The sequence of events is...

    1. Windows logo on a black screen
    2. circling dots appear beneath the logo
    3. light blue 'Please wait' screen with circling dots
    4. a command prompt window (very briefly)
    5. the initial Setup page appears

Do you see steps 1-3? If so, it appears you have stopped at step 4, suggesting that something on the disc cannot be read.

Does the disc boot properly in another machine? If so, try cleaning the laptop's drive lens then try booting from the disc again.

If not, make new install media with Microsoft's Media Creation Tool, either as a bootable USB, on an ISO that you can burn to another disc. At Step 8 in Option One of this tutorial you can choose between making a USB or an ISO.

    Download Windows 10 ISO File

Need help. Something is blocking sites.

Check hosts file (C:\WINDOWS\system32\drivers\etc). The blocked sites should be listed there.

    Subsystem ID mismatch

Run atiwinflash from the DOS prompt in Windows. Follow the steps listed in the HD6950 mod article for DOS flashing.
