Windows 10: Windows keeps files open in memory after I have closed them

Windows continues to mandate how I may work. Before shutting down, I save and close any files or worksheets I have been using. The program closes. I then perform shut down and it shows nothing open. The next time I boot up my computer, windows automatically opens the programs and files for me. This seems to contribute memory stress. Windows is holding these open in memory. If I NEED them, I know how to open them again. I would rather open what I need and not have to close what I don't need before I can do anything the next day.

If I close Ati tool and open it again without restarting the computer it will still have the memory timings which I saved, but when I restart the computer and open ati tool again, it will have the default memory timings.

Method 1:I suggest you to run
System File Checker, which will check your system for missing, corrupt or damaged files and attempt to fix them.

Method 2:

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• 
  Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
  
• 
  In command prompt, type the following commands and press Enter after each command:
  
  DISM.exe /Online /Cleanup-image /Scanhealth
  
  DISM.exe /Online /Cleanup-image /Restorehealth
  

• 
  Close the command prompt and restart the PC and check if it works.
