Windows 10: Windows keeps freezing until PC turns itself off

So i got a HP Z420 cheap and it was running completely fine until i upgraded from a xeon e5 1620v2 to a xeon e5 2690v2. After the upgrade, it kept on hard freezing until it eventually turned itself off. it doesnt happen in BIOS and now it has got to the point where it wont boot. It just says “the computer tried to boot too many unsuccessful times” or something like that and then freezes when im trying to use the recovery screen. is this a hardware issue? what should i do to fix this issue? It’s probably worth mentioning i can still return the CPU for another 20 days but id rather try to fix

pc keeps freezing

Windows 10 keeps freezing on my PC.

This PC was running Windows 7 (with no problems) prior to me installing Windows 10. Ever since I installed 10, it freezes after some time.

• Did you get any error messages?

No error messages, just freezes and I have to hold down the power button to turn it off.

• What troubleshooting steps have you done so far aside from reinstalling Windows and updating drivers?

Initially there was some trouble with Windows starting up every now and then. I tried unplugging the wifi adapter (Netgear A6210) and plugging in the LAN cable instead. This worked and windows was starting up and updating fine. However it still froze
on LAN. I updated the wifi adapter drivers and that fixed the startup issues.

I disabled unneeded startup programs.

No antivirus installed except Windows defender

sfc /scannow returned no integrity violations

Ran HWMonitor to monitor temperatures. Everything was normal.

Increased virtual memory to 1000 mb

changed Visual effects to 'best performance'

I tried most of the things on the link you posted. It still freezes.
