Windows 10: Windows keyboard shortcuts don't work unless a windows system dialogue is open

My windows keyboard shortcuts stopped working. But if I open any windows settings dialogue, they work fine. Game mode is off. It just started happening.

Keyboard shortcuts to open programs:

Create a shortcut on the desktop to whatever program you want. Right click -> Properties and fill in the field there. Sadly the shortcut needs to remain on the desktop, but you can hide it.

Fun fact: If you had keyboard shortcuts for programs pinned to your Windows 7 start menu, those shortcuts still work when you update to Windows 10.

Thanks for your help my PS keyboard is working unfortunately my usb mouse/keyboard still do not work even after having my OS installed. How would i go about selecting to load the driver packages?

I have had this issue before luckily I have and old PS keyboard and mouse to use until windows loads. What version of windows are you trying to load? Like suggested make sure you have usb support on in the bios and you select to load the driver packages in memory when loading windws
