Windows 10: Windows Loading Black screen sporadicly occuring

Pc Specs:
Intel i3 8350k
AMD Rx480 8GB
MSI Z-370 A-Pro motherboard
Corsair CX550M
8GB Corsair Vengeance Ram
Cooler Master Hyper 212 Fan
Seagate Barracuda 1TB HDD
Crucial 120GB SSD

About 2 weeks ago I built a PC with the specs above for my Partner, since then it's been littered with issues with the windows black loading screen, sometimes after attempting to go to automatic repair mode even that doesn't load or crashes with blue screens such as PNP Watchdog error or page fault in non paged area

All the components are brand new apart from the GPU which was one I previously was using which had no faults prior.

I have tried the simple suggested fixes of checking my hardware, swapping them out for other pieces and no change has occured,

In some cases however, the PC starts up fine or after 30 mins of nonstop restarts it'll randomly boot to the login screen.

I had bought windows 10 and did a fresh reset of it yesterday and still saw no change, all drivers and anti viruses I had install had also been removed and wiped.

All peripherals were removed prior to boots in order to see if they were an issue but nothing has managed to help...

After going through several of the inital microsoft troubleshooting tips and guides i still can't find a fix to this problem.

Furthermore, i cannot boot the pc into safe mode to try and diagnose the issue, as that will either end back in the loading screen loop, or return with a blue screen error such as;

PNP WatchDog Error

Page fault in NonPaged Area

I have tried using windows media creation tool to troubleshoot however that doesn't work as i have no prior windows installation as it's a new build.

In some cases when the PC finally lets me reach the login screen, and once logged in if it isn't working properly, the screen occasionally flashes blue and everything either runs slow or stops responding.
