Windows 10: Windows lowering brightness for dark mode application while not charging on a laptop

Hello,I am unable to find a solution. When I'm using my laptop when it's not charging, it keep lowering the brightness for dark mode app ex. Visual Studio, spotify, .... And when switching to non dark app, it goes back to the normal brightness. Is there a known solution to my problem ?

0% brightness is too much in a dark Room . How to configure minimum brightness on laptop screen?

I would like to know if there is a way to continue to lower the backlight brightness when the brightness slider is already on the 0%. Since I need a dimmer screen.

I'm using a laptop, so there's no physical buttons that control monitor brightness.

I have correctly installed latest drivers for video adapter. The brightness slider works as expected .

My concern is minimum brightness on my laptop is too much for me in a dark room, hence want to reduce it further.

Toshiba Laptop Not Holding Battery Charge

attached is a pic of the internal of the laptop
there does NOT appear to be a CMOS battery

what should my next steps be?

- fully charge existing battery and see if i remove it and install back teh next day whether its still fully charged?

- charge the battery for 18 hours to charge the internal CMOS battery?

- suggestions please as Im not sure
