Windows 10: Windows Media Creation Tool download is super slow even though I have fast internet

I am trying to use Windows Media Creation Tool to download Windows 10 ISO to a USB, however for some reason the download is super slow.

My internet is 60 MB/s , and usually when I download stuff online it downloads at a rate of 8 Mb/s . So it seemed odd that after like 10 minutes, the Downloading Windows 10 , Progress was barely at 1%.

After checking the download speed which the program was using, apparently it's downloading at a rate of 50 - 300 kb/s . It's just constantly changing and is so slow. Any ideas as to why this is happening? I am currently not doing anything else on the PC or downloading anything and according to a speed test on my phone the internet speed is fine.

Windows 10 Media Creation Tool not downloading (not using the internet)

I have a Windows 8.1 Single Language 64-bit PC and I want to upgrade to Windows 10. Whenever I start the Media Creation tool, it gets internet (saw this on Windows Task Manager, BITS and this tool were getting internet), but as soon as the "download" part starts, it doesn't use any more internet and it is stuck a 0%.

So, my questions are -

1. How to enable Media Creation tool to get internet.
   
2. If this problem can't be solved, how should I download Windows 10 (I don't have it reserved and there is no Download Windows 10 option in Windows Update).
   

PS - I have a metered connection but I have set it to non-metered option in Networks. And I have not downloaded all latest updates in Windows Update (running a limited internet) but I don't think these matter.

  Are you using a wired net connection or wireless net connection?
  

You can use the media creation tool to upgrade your current PC to
Windows 10 or to create a USB or DVD and install Windows 10 on a different PC.

Alternatively, you can also use another pc to download the files.
