Windows 10: Windows/Microsoft "CLEANER" pop up

Hi,


I got a pop up from Microsoft stating that I would need to use a cleaner on my laptop or it would be locked in the next 24 hours.


Is this legit? or is it a virus/malware?

  Click on (…) at the top right corner.
  
• 
  Click on settings.
  
• 
  Click on View Advanced Settings.
  
• 
  There you will be able to manage Pop ups.
  
• 
  If you don’t want then you will be able to turn on/off.
