Windows 10: windows microsoft strore downloading without permission

Hello, I have a very big problem with Microsoft Store. I’ve experienced this issue before. On my Windows device, it starts downloading without my permission, and it does this under the "Delivery Optimization" service. Unfortunately, while this is happening, I am unable to stop the service or open Microsoft Store. Because of this, my mobile data is about to run out. It’s very frustrating to experience the same thing over and over again. Previously, I couldn’t get any support either. And in case you’re wondering, I have already disabled Delivery Optimization from the settings

Microsoft Windows 7 RC Available for Download

The wait is over, Microsoft has published the official download page for Windows 7 Release Candidate (RC), that's not some pirated torrent link. Offered now directly from Microsoft are five different language versions (English, German, Japanese, French, and Spanish) of both the 32-bit and 64-bit versions of Windows 7 RC. Minimum system specs to run Windows 7 include:

• 1 GHz or faster 32-bit (x86) or 64-bit (x64) processor
• 1 GB RAM (32-bit) / 2 GB RAM (64-bit)
• 16 GB available disk space (32-bit) / 20 GB (64-bit)
• DirectX 9 graphics processor with WDDM 1.0 or higher driver

Windows 10 permissions...

Ok so I feel officially dumb I am trying to copy my steam library to my NAS. Both are on windows 10 pro and both have full control in the file manager. Neither windows nor fast copy will allow me to copy, both list a permissions error? This was never an issue with windows 7...so first off thank you microsoft god forbid I want to back up my data, second off what the heck do I need to do to make this work. All I could fine online was to set full control and that obviously didn't help.

Also robocopy doesn't apparently work with network locations?
