Windows 10: Windows newest Feature update of 1909 version

OS build : 18363, version : 1909

I have updated my PC on 18/10/2020. Since then I am facing many problems, They are as follows:


1. My startwindows button won't work cortana, search button.

2. I am not able to access any Window Applications.

3. Moreover, I can't even access my settings.


I have tried few ways scan health, Cleanup Image and even AppX package to reinstall all the apps again. Even tried sign out, Task manager.


Also Whenever I boot my PC, I get this Update.exe .Net Framework Initialization Error, IAStorIcon.exe Error, and also when i try opening any App it says "Class not registered".


Even tried downloading windows 10 2004 version, but in vain.

Windows Update History shows both Feature Updates 1903 and 1909 installed

After I installed the Windows 10 Feature Update from 1903 to 1909 my Windows Update History shows

Feature Update to Windows 10, version 1909 (2)

Feature Update to Windows 10, version 1903

Looking in the About page it lists Version 1909 OS Build 18363.720

In the past when I've installed a Feature Update it only shows the new update. In other words in this case it would only show 1909. Since it shows 1903 also is my computer really upgraded to 1909? Also the (2) after the 1909 is something I don't understand.

I would appreciate any help on this.

BUG in feature update to windows 10 version 1909 via enablement package (KB4517245)

This is the first time I've seen this 'fix'...didn't work here as the instructions could not be followed. Step 1: done., Step 2: done., Step3 no clue as I hit every item listed and nothing
show your 'view installed updates'. Choose on the left or right-hand side....nothing updates I could find..

 

Rollout of Feature Update 1909 Curiousity

I noticed in your #1 specs is that the antivirus software you have listed is avast!

that could be the reason why you are not getting the 1909 feature update - there's a 1909 upgrade "block" on certain avast AV versions:
