Windows 10: windows news and unwanted apps with pop-ups

I have over the last few weeks noticed a pop-up from windows that happens all the time and interrupts everything from games im playing to movies to working on spreadsheets etc. It had taken me however long to figure out how to disable it. i did not want or ask for this to be installed. I am tired of microsoft "updating" my computer and forcing things on my computer that constantly get in the way of it operating or how I do things. I need to find the microsoft user agreement as i am going to take action against microsoft. When i chatted with support, they said i could only have the agreem

? Block pop-ups in Edge on the phone

Pop-ups or pop-up ads are online advertisement that opens a new browser window when clicked or when the website was accessed. For now, the feature of blocking pop-ups or pop-up ads is available for browsers installed on PC's or desktops.

We request that you file this or up-vote an existing feature suggestion using the Windows Feedback Hub app. To submit a new feedback/suggestion, you can follow the steps provided below:

• Go to All Apps, search for the Feedback Hub app or press and hold Volume
  Down+Power button for about 2-3 secs to launch the Feedback Hub app.
  
• Open the menu icon at the top left side.
• Select Feedback, then at the top right side, tap the add button (+).
• Select Suggestion and fill up the box with the details needed.
• Select the right category for the suggestion and then submit.

> Click on the ellipses and select Settings.

> At the end of the list select advanced settings.

Unwanted Pop Up on Desktop

As you can see by the below image, an unwanted pop up occurs on my desktop occasionally. Does any one else experience this? Where does it come from and how do I stop it?
