Windows 10: Windows not brought to foreground

I have a issue that I have not been able to fix. My Phone Link window is not being brought to the foreground if it is already open. Steps to reproduce: 1. Open Phone Link 2. Open another window of some sort e.g. Notepad and place it on top of the Phone Link window so it becomes buried . 3. Open the start menu, Search for Phone Link, and hit enter. I expect the Phone Link window to be brought to the front again, but it is not. I end up having to alt tab through the myriad of windows I have open to find my Phone Link app. I can also bring the Phone Link app to the foreground again

My Settings window is not being brought to the foreground if it is already open.

Steps to reproduce:
1. Open Settings

2. Open another window of some sort and place it on top of the settings window so it becomes buried .

3. Open the start menu, Search for settings, and hit enter.

I expect the foreground window to be brought to the front again, but it is not. The start menu does not even close after hitting enter or selecting the settings app. I end up having to alt tab through the myriad of windows I have open to find my settings app to change the setting I want to change.

This only happens on the standard user account I have setup. If I login as my admin account, I have no issues.

Hello, I created a new standard local account (no Microsoft account attached) and the issue seems to persist. It seemed to be fixed at first, but now today it has stopped working again.

I noticed today that if the settings app is open but in the background, instead of it being brought to the foreground, the settings app icon in the taskbar just flashes orange. Is there some kind of setting I am missing?

Can you try going into safe mode and logging into your local account to see if you still have the same problem? If the local account problem in Safe Mode disappears, you may consider that the software that comes with your system is affecting some settings of your system account.
