Windows 10: Windows not loading correctly and i dont have an administrative account

Discus and support Windows not loading correctly and i dont have an administrative account in Windows 10 Software and Apps to solve the problem; so I am stuck at the blue screen showing windows did not load correctly.     Windows not loading correctly and i dont have an administrative account


    so I am stuck at the blue screen showing windows did not load correctly. I have to options: restart and advanced options. I restarted it but it did not work. so I went to advanced options. there I tried every method but every single one of them need an administrative account. the thing is I deleted this account and now my pc does not have an administrative account. I tried many ways like uninstalling updates, startup repair but nothing worked. but you know i do have a cd containing the windows software. I am ready to reinstall windows if you could tell me how. so please help me. I just want my
