Windows 10: Windows Not Wanting to Update [0x800700c1]

For two years now Windows has never wanted to update as it always had errors in updating. I even tried installing Windows 11 to see if that would fix anything however it did not and it has been like this for long time. Anyone can help me please?

I have got the error 0x800700C1 and could not update KB3115259, KB3167685, KB3163018 & KB3149135 since a week ago. I tried both you two methods but the result was the same. I don't wish to follow hbja to go back to "Factory Setting". Can you help me sort
it out with other solutions?

• Locate the BITS, Cryptographic, MSI Installer
  and the Windows Update Services and check if it is running.
• If not, right click on the service and click start to start the service.

Error code 0x800700c1 means "ERROR_BAD_EXE_FORMAT - %1 is not a valid Win32 application."

And in most cases with Windows updates it is a broken servicing stack.
