Windows 10: Windows only showing wallpaper & spinning mouse

Hello.I saw this problem while turning on my pc, and after I logged on, I saw the task bar, no desktop icons, but then the taskbar disappeared, and then I saw the spinning mouse thingy.

I appreciate if you could answer few questions to narrow down to the issue.

  What is the exact issue that you are facing?

  Are you facing issues while trying to change the lock screen Wallpaper?
  
• 
  Are you not able to choose the directory where the wallpapers has been saved?
  

As an initial troubleshooting step, I suggest you to restart the computer and check if you are able to successfully change the lock screen wallpaper.

  From Desktop, right click and select
  Personalize.
  
• 
  In Personalization window, click on
  Lock Screen in the left pane.
  
• 
  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.
  
• 
  Close the Personalization window.

Mouse cursor spinning with blue spinning circle and the system becomes unusable after upgrading to Windows 10

I understand your concern about accessing the mouse cursor after upgrading to Windows 10. We will help you with this issue.

Do let us know the following to assist you better with this issue:

• What is the make and model of your computer?
• Were you able to see any error code/ error message with blue spinning circle?
• Are you using external mouse on your device?

Try few of the below troubleshooting steps to diagnose the issue.

If you are using track/ touch pad, use external mouse and check if the issue persists.

If you are using external mouse, try connecting to different ports and check if it helps.

This will help us know if the issue is with ports on your device.

Step 1: Also, try to boot the device in Safe mode with Networking which boots the device with minimal set of drivers and check if the issue persists.

Step 2: Follow the below steps to
place the computer in normal mode.

• Press Windows + R keys to open Run
  command.
• Type msconfig and press Enter.
• In the System Configuration window, click on
  General tab.
• Select Start-up selection as Normal startup, click on
  Apply and Ok.
• Follow onscreen instructions.

1. Current version of your Windows 10 operating system
2. Did you used to have any existing issues with your PC prior to restoring? Also, did you mean
   Restore Point or Reset PC?
3. Full PC specification
4. What are the troubleshooting steps you have performed so far?
5. Screenshot of the desktop that shows the spinning circle
