Windows 10: Windows paint does not have layers

Discus and support Windows paint does not have layers in Windows 10 Software and Apps to solve the problem; I upgraded to windows 11 specifically for paint with layers but it's not showing up in the tool bar like I'm seeing for others....     Background layer in MS Paint since latest update is blank

    WHY do we have to go through all of these steps when all they have to do is make the default all white, and those who want to use layers can choose that option? Default should be the simplest.

    Paint Layers

    Thank you Patch for your reply.
    I've spent a lot of time getting familiar with the Windows 11 version of Paint but I'm at a loss when it comes to Layers.
    I'm not alone with this and can't for the life of me think why Paint intruduced Layers.
    Paint Shop Pro has them but I can convert those to animations.
