Windows 10: Windows recognize USB 3.0 ports as USB 2.0?

I use my oculus virtual reality headset pretty often and for a while, after I got it everything worked fine, one day randomly the app said, "USB 3 connection recommended" I thought this was weird as it worked as USB 3 before and this was a sudden change, I looked around for fixes and tried switching ports and cables and nothing seemed to work, to get around this I started linking my headset to my pc wirelessly. this oddly allowed for faster data transfer than the cable would.I'm now getting into some more competitive VR games that require me to play wired because of the slight latency when p

USB port not working

I have an HP Pavilion dv6604nr laptop. I have 3 USB ports, 2 located on the left side and one located on the right side near the power supply port. For some reason, one of the USB ports on the left hand side will not recognize anything that is plugged
into it. I have done all the steps and suggestions that is posted on this site, and still can't get it to work. The message I get is "The last USB device that was connected has malfunctioned and Windows does not recognize it." It shows in the Device Manager
as Unknown USB Device(Port Reset Failed). When I have a USB device plugged into the non-working port, it shows up in the Devices and Printers folder, but the device does not work. I am at my wits end. Can anyone help me or suggest any other things to try?
Oh, I am running Windows 10 pro.

Ok, my question is in first auto detect my ports are listed 3-4- and 6
in the intel matrix storage ports are listed 2-3- and 5 ??? is this my problem and if so how did this happen .
