Windows 10: Windows refresh failing using Media Creation Tool and Win Update to 1709! with regular...

Attempting to refresh windows 10 using Media Creation Tool after all attempts to get Windows Update to do it have failed. I really don't want to do a clean re-install because I don't want to lose my apps.


Most of the time it fails well after the checking-PC stage, just before actually starting to reinstall with the message "We can't tell if your PC has enough space..."


I have a Word file with screen shots including that error, a Storage screen shot showing vast quantities of space, and a diskpart screen shot with information about partitions. At the very end, a System Information screen shot. Here is a OneDrive link:

Once it failed just after showing a "0% complete" dialog, immediately going to a small I-failed dialog box.


Any advice much appreciated.

Media Creation Tool: 0x0800703EE - 0xA0019

The error code 0x0800703EE - 0xA0019 means that the tool doesn't have permission for it to run. For us to assist you, we suggest that you follow the simple steps listed below:

1. Right-click on the Media Creation Tool.exe.

2. Press Properties.

3. Click on General.

4. At the bottom, click on Unblock.

5. Press Apply, and then OK.

Windows 10 Media Creation Tool Fails

Hi everyone

I'm completely frustrated and stressed and not sure what to do next.

I had Win 10 installed.

Zonealarm wanted to upgrade, so I did, and it failed.

Uninstalled ZA

Then noticed Win Defender had out-of-date virus and malware definitions (2 years old).

Update definitions failed

Performed a Windows Reset keeping settings - Defender still out of date and Win update failed too

Removed all traces of ZA from registry, rebooted, Defender still out of date and Win update failed too

Performed a Windows Refresh deleting all settings - Defender still out of date but only 12 months old now and Win update failed too.

Then bit the bullet with media creation tool for WIN10 ISO...to drive failed at verification after downloading...same with USB selection

services.msc also checked and BITS and winupdate both fine!

Also performed DISM with scanhealth and restorehealth parameters.

Anything else Mr Microsoft? Looks like I can't even reinstall fresh copy of Win 10.
