Windows 10: Windows repeatedly resets recycle bin storage quota

I have a couple external drives where I want files to go to the recycle bin, but I do not want the recycle bin to be as large as the Windows default. For these drives, I set the max size of the recycle bin to 5000 mb. However, Windows keeps reverting that to a MUCH larger number in the case of my 5TB drive, over 238,000 mb. This is very annoying. How do I keep Windows from changing my settings to the default, or how do I change the default to a more reasonable number? I don't need to waste 238gb of drive space on the recycle bin.

The Recycle Bin size calculations are based on the user’s disk quota and not the disk size. In Windows XP, the default Recycle Bin was 10% of the user’s quota on the volume. In later versions of Windows, the default size is 10% of the first 40GB of quota,
and 5% of any quota above which is above 40GB.

To prevent your files from being deleted from the Recycle Bin, we suggest increasing the maximum file size your Recycle Bin can keep by following the steps below:

• Right click on the Recycle Bin icon.
• Under the Settings for selected location, select Custom size.
• Fill up the box for your allotted maximum file size for your Recycle Bin.

Thanks for your help, but the fact is I have 277Gb in Recycle Bin, regardless I configured it for only 20Gb (20,480Mb), so I have 257Gb wasted in Recycle Bin. By the way, I'm using Windows 10 and I suspect this may be a bug for this version. Can you
help me make those 257Gb available for use and set the Recycle Bin for store only the last 20Gb deleted? Thanks again.
