Windows 10: Windows reports during startup cannot connect to network connections

Guys, every time I startup my laptop, I get a message to say cannot connect to network connections. This is fine when I'm travelling but it does this even when I am booting and connecting to my home/business networks.
I have shortcuts on my desktop to connect to specific folders held on a network hard drive. These all have a red cross over indicating that they are not connected after startup, but when I double click on them, with a network connection of course, the folder opens up as normal.
I suspect windows checks for linked connections before it has established an actual network connection. Is this the case, am I doing something wrong, can it be sorted?
It is not a big issue, just annoying.

After upgrading from Windows 8.1 to 10, I can no longer send emails on outlook. The error message reads :

Sending reported error (0x800CCC13). ‘Cannot connect to the network. Verify your network connection or modem’.

Network connection is ok.

How do I resolve this problem ?
