Windows 10: Windows reset error

Today i reset my laptop and it seems to be stuck at 42%I press the power button for 5-10secs to shut down it. Then, when i turned my laptop again Preparing Automatic Repair is looping. I tried to reset the laptop while it is in the Automatic Repair and it always said that "There was a problem resetting your PC" I tried to continue but and exit the Automatic Repair Options, but it's looping

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
