Windows 10: Windows reset errors

I factory reset my Gaming PC and tried to login in and it went to the desktop and it just turned completely white and the toolbar at the bottom is flickering I can’t do or open anything other then my tasks manger I found my way to “this PC tab and everything is missing only folders there is desktop and when I click it it’s pops up saying “location is not available”. I also went to devices and drives and my main windows C is there but I click on it and everything still there from before the reset but when I go to users theirs only my folder with the PC name and no default or public n when I c

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
