Windows 10: Windows reset failure

Hello, please I need urgent help. I tried resetting my pc then I had power failure and now my pc doesn't boot completely without popping up the error message and needs to restart. I and when it restarts the same thing keeps happening. I tried loading a new windows on it but it's not working. My usb ports are working but it doesn't recognise my flash drive or any other flash drive

• Press Windows key
• Hold Shift key then click Restart
• You'll be prompted to the Advance Startup Options
• Select Troubleshoot
• Advanced options
• Startup repair

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
