Windows 10: Windows reset option missing in Advanced Bootup.

I was restoring my HP laptop using system restore. It then got stuck on "restoring registry key" for hours and in the hp forum the employee told to press and hold power button for 10 seconds. And I did it and it started automatic repair. It then showed automatic repair failed. And I am ready to completely restore my laptop. When I turn on it says automatic repair failed and gives 2 options- to turn off PC and troubleshoot. But in trouble shoot there is no reset this PC option.So now Is it alright if I create a windows installation toolwindows 10 in USB and can I use that as a recovery method

"Use a device" option missing from advanced bootup options

When you enter the advanced bootup options in Windows 10, there is supposed to be a "Use a device" option where you can boot from a USB drive or CD. However, on some PC's that I fix up, that option is not there. I then have no way to boot from an external
drive. How do I get this option back?

When I try to find my bluetooth version by using the device manager to find the LMP number which is listed under "Advanced" in the "Properties" shortcut tab I cannot find the "Advanced" option listed in the "Properties" shortcut tab menu. Opening the tab shows four options: General, Driver, Details and Events; no Advanced or Power Management options are found/listed. This I discovered is true for all devices, not just bluetooth. My question: how to restore the missing options and their function to the properties menu; conversely, how to find the LMP number without the use of the missing "Advanced" option. HP Elitebook 840 G6, Win 10 Pro, version 21H1.
