Windows 10: Windows restart/shutdown is not functioning correctly

    Windows restart/shutdown is not functioning correctly


    Whenever I turn on my PC everything boots just fine, but when I go to shutdown, Windows will shutdown, but not my computer, the lights are still on, it just keeps running. the only way to get back into windows is to manually power cycle it in order to get back into windows. The same thing happens on a restart, windows will shutdown and then... nothing. It never comes back, and I have to power cycle again

    Restart and shutdown do not function from START button

    No new applications or hardware. It is possible the problem started after the last update for Windows. I can not be sure of that. It is the PC normally used by my wife. She complained about an update that did not seem to function correctly but could
    not explain what really occurred.

    According to Windows up date the OS is up to date. I ran a manual check this morning and no updates were found. It is the same build number as the other PCs.

    I have manually terminated as many processes and services as I think I can and Windows continue to run via task manager and it had no affect on the issue.

    My next step is to start in safe mode and see if it will shutdown or restart properly. Any other suggestions?

    Restart and shutdown do not function from START button

    If I select restart or shutdown from the log in screen, they work. Both also work from safe mode with networking.

    Nothing obvious in the event log.

    Any suggestions for the next step?
