Windows 10: Windows Security cant be changed due to organization

When I try to open the "virus and threat protection" section in windows security, I get the following message.Other sections in windows update show a similar messageThis is on a personal computer. How do I stop these messages?

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
