Windows 10: Windows security not opening after reset

I always get the "You'll need a new app to open this windowsdefender link" and i've tried running the following command in the admin powershell:

Add-AppxPackage -Register -DisableDevelopmentMode "C:\Windows\SystemApps\Microsoft.Windows.SecHealthUI_cw5n1h2txyewy\AppXManifest.xml"

and I get the following error:


Add-AppxPackage : Deployment failed with HRESULT: 0x80073D0A, The package could not be installed because the Windows Firewall service is not running. Enable the Windows Firewall service and try again.

I tried to start the firewall service but nothing works.

This happened after i uninstall my third-party antivirus, and then windows security doesn't work well so i tried to reset it from the setting. Is there any help to solve this?

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

windows defender & security center services keep turning off


Are you running any other AV or did you have one running in the past? If you didn't use an uninstaller for the AV, then the remnants of it could be causing the problem. Normally any time you install an AV it disables Defender by default.

If you are getting any error codes please list those, that will be helpful in helping you.

As torre suggested, might be a good idea to do a reset or even a reinstall.
