Windows 10: Windows seems to be skipping frames (not only mouse movement) Help Please:)

Mouse cursor skipping frames.

01/05/2020: Update, I have lowered down my ram usage on Minecraft and now it's perfect, but I need to know how to use less RAM/Memory on everything else.

Specs:

Laptop:

System name: DESKTOP-8GL 1E07

System manufacturer: LENOVO

System Model: N3C29UK

System Type: x64-based pc

OS: Windows 10 Pro

Mouse: Logitech G403

Headset: Razer Kraken X

Processor: Intel(R) Core(TM) i7-3517U CPU @1.90GHz, 2401 Mhz, 2 core(s), 4 Logical Processor(s)

RAM: 8 GB

Graphics Card: Intel(R) HD Graphics 4000

On the 10th of April 2020; I have bought 2 new SSDs.

1 is 250 gb Toshiba. And the other is 500 gb Crucial by Micron.

I have also installed windows 10 pro on it and everything seems to be working.

Until I open a application/program that uses a lot of CPU, memory and power.

When I open games such as Minecraft, my mouse cursor often decides to skip some frames although my fps is 60 fps (because I capped it at 60 fps JAVA)

Tried every polling rate: 125, 250, 500, 1000

All of them had no effect on fixing frame skips.

Turned off precision sensitivity in windows mouse settings.

I have updated every driver possible including my mouse.

Mouse: Logitech G403

Conclusion: So far nothing helped my cursor frame drops/skips/lag

Microsoft Ergonomic Sculpt Mouse - Quick Movements Cause Incorrect Movements

Please confirm the following things for me.

1. What is the make and model of your system?
   
2. Was there any major change on your system prior to which you were able to use the mouse without any issues?
   
3. Does the issue with the mouse occur when it is used on a different system?
   

I would suggest you to update the driver for your mouse under ‘Mice and other pointing devices’. You can follow the steps in this article on ‘Update
drivers in Windows 10’ and uninstall the mouse driver.

Please visit this link to download and install the driver for your ‘Sculpt Ergonomic Mouse’.
Kindly restart the system and check if this worked out for you.
