Windows 10: Windows Server 2019, Windows Defender Firewall won't start

Upon clicking "Service Stopped" I get following windows pop up.And looking at the Event log;Unable to start a DCOM Server: Microsoft.Windows.SecHealthUI_10.0.17763.2867_neutral__cw5n1h2txyewy!SecHealthUI.AppX73bpxf4sp6pxkykmznv2ft8v666ma3ps.mca as Unavailable/Unavailable. The error: "0" Happened while starting this command: "C:\Windows\SystemApps\Microsoft.Windows.SecHealthUI_cw5n1h2txyewy\SecHealthUI.exe" -ServerName:SecHealthUI.AppXep4x2tbtjws1v9qqs0rmb3hxykvkpqtn.mcaI've been searching Services and finds Windows Defender Firewall mpssvc is Disabled.Upon registry checking all the values I

Only supported on Win10. Sorry, 8.1 users, only 4 years old, gotta go.

Last year at Ignite, we announced Office 2019 – the next perpetual version of Office that includes apps (including Word, Excel, PowerPoint, and Outlook, and Skype for Business) and servers (including Exchange, SharePoint, and Skype for Business). Today we’re pleased to share the following updates:

• Office 2019 will ship in H2 of 2018. Previews of the new apps and servers will start shipping in the second quarter of 2018.
• Office 2019 apps will be supported on:
  • Any supported Windows 10 SAC release
  • Windows 10 Enterprise LTSC 2018
  • The next LTSC release of Windows Server

Windows Defender Firewall + Windows FTP Server

Why is windows defender firewall disobeying my firewall rules?

• Enabled Windows FTP Servers via Windows 10 Features.
• Rules are in the firewall allowing FTP access for both passive & control (rules were injected through enabling the service).
• FTP packets are dropped by the firewall still (confirmed in the logs) but no rule is given, just "DROP".
• This is over a VPN that is being detected as "Unidentified Network" thus putting the interfaces in the "Public" zone.
• FTP rules apply to all three zones (Public, Private, and Domain).
• Turning off Windows Defender Firewall for the specific zone allows the FTP transaction.
• There are no rules denying this traffic in the list.

Third-party antivirus programs usually have their own uninstallers provided by the software developer. We suggest checking the developer's website or contacting their support team for assistance with uninstalling their program. After fully uninstalling the
third-party antivirus software, you may turn on Windows Defender by following these steps:

• Click Start.
• Type Windows Defender Security Center and press Enter.
• Click Firewall and network protection.
• Click Private (discoverable) network and click On.
• Click Public (non-discoverable) network and click On.
