Windows 10: WINDOWS SERVER 2022 USER CAL not activated and no key can access it

Hi team, We have an issue with the "WINDOWS SERVER 2022 USER CAL", we purchased the remote user cal for our customer through Ingram Micro, but the User Cal doesn't have the key to access, it should be bundled with the OS license key when we purchase it, Now our customer cannot access the remote USER CAL, can you help to support how we can access the remote USER CAL for the customer?

If I have Windows Server 2022 installed, can I use Windows Server 2019 User CALs? Please note this is not RDS CALs.

According to a post on superuser.com, Windows Server 2019 and Windows Server 2022 are licensed independently. So if you have Windows Server 2022 installed, you can only use Windows Server 2022 RDS User Cals.

Thanks for your reply but my question is not related to RDS CALs but the standard User Client Access Licenses.

Wikipedia says for example, Windows Server 2012 CALs can not only be used to access servers running on Windows Server 2012, but they can be used to access one of the servers running Windows Server 2008, Windows Server 2008 R2, Windows Server 2003 and any previous versions at any given time. I need to know if the 2019 CALs can be used on Server 2022, I cant seem to find information on this from Microsoft themselves?
