Windows 10: Windows Smartscreen "cannot be reached right now"

I have 2 builds I'm fine-tuning before letting go to customers: one of them give me the "smartscreen cannot be reached" sometimes, not all the time, even though the system is up, connected to net, etc. The other does not, which is what I would expect. That one is a ACER ES1 notebook, 4GB, 250GB, Pentium N3540, Win10 Home x64

if anyone knows a remedy for this short of turning it 'off' pls enlighten me!

smartscreen can't be reached now

Hi, I'm using Windows 10. I tried to reinstall my Outlook since I'm having some error signing in a lot of times. But then my other apps like Word and Excel are lost also. I tried to Install all the apps again but this will show "smartscreen can't be reached
now ". I still choose the 'Run' option but it's 0% downloading the whole day.

Hi Kapil, thanks for your help. Actually I didn't know how to follow the steps shown on that site you gave me. But after 2 days of trying to install again and again the Microsoft apps on my pc, it worked and the 'SmartScreen can't be reached now " didn't
show anymore.
