Windows 10: Windows Speech to Text not Working on Filter

Hello all. We are on Windows 10, and the Windows Speech to Text app Windows button + h is not working on our web filter. It works fine as soon as we come off of the filter. Does anyone know what url this app reaches out to, so we can whitelist it? Thanks a bunch.

Do you heard of software which can read text in any application and convert text to mp3, wav, ogg or vox files? I known one - Alive Text to Speech , but it is not a free software, i can use it for 20 days.

Do you recommend a free software?

Windows 10 Text-to-speech doesn't work

How are you trying to use text-to-speech on your computer?

If Cortana is not working on your computer, then I would suggest you to follow the steps mentioned in

Troubleshoot problems with the Start menu or Cortana and see if you are able to use Cortana.

You can use Narrator to
Hear text read aloud, so that Narrator reads text on your PC screen aloud.

Also, you cannot use Cortana for text-to-speech because Cortana doesn’t have the functionality of text-to-speech.
