Windows 10: Windows Spotlight will not select.

This has been happening to me for around a month, I was able to fix this issue by using Gpedit.msc but now it has stopped working again! I tried all the usual stuff but now I am back to the same problem, the spotlight option will be selected but will still show the picture selection. If I select spotlight, for a split second, the lock screen preview will flash the color gray or the spotlight picture and then go back to the chosen picture before changing to the spotlight option. For some reason, I can no longer change the background app permission even if I try to enable it through gpedit. I tr

This issue with Windows Spotlight can be caused by corrupted system files.

As an initial troubleshooting step, try to run the System File Checker tool to scan and repair missing or corrupted system files. Click

We also suggest that you re-register Windows Spotlight by following the steps below:

• Open Settings.
• Click Personalization.
• Select Lock screen.
• Under Background, select Picture or
  Slideshow.
• Once done, press Windows key + S and type PowerShell, right click on Windows PowerShell, and choose
  Run as administrator.
• Enter the administrator credentials once prompted.
• In Windows PowerShell window, type or copy and paste this command:
  
  Get-AppxPackage -allusers *ContentDeliveryManager* | foreach {Add-AppxPackage "$($_.InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode -register }
• Press Enter.
• Go back to Settings and set Windows Spotlight as the background.

welcome screen is not asking if i like the spotlight choice
