Windows 10: Windows Start Menu Not Working

Hello, I have been chasing down an intermittent but persistent issue where the start menu process startmenuexperiencehost.exe not launching at startup. On computers affected by this issue, the start menu is visible but non-functional. The start menu process isn't running in taskmgr. Attempting to launch the process manually either with a powershell command or by navigating to the process in windows explorer fails. I have read through this forum and seen where Microsoft has recommended performing repair installs on PCs with this problem. However this agency's PC fleet is over 1000 machines

          When you say "If I sign in under my user name I am in some earlier version", which version you are referring to?

          Did you made any recent changes to your computer prior to the issue?

          When you say “I cannot access the start menu and am limited to IP as a browser” Is it refers to Microsoft Edge?
          

As an initial steps, I suggest you to check for the Windows version. To do so, follow the below steps:

1) Login to your computer through user name on which it show earlier version of Windows.

2) Press Windows key + r.

3) Type winver, hit enter.

Start menu is not working on Windows 10

I have tried till the troubleshooter and got this

"Microsoft.Windows.ShellExperienceHost" and "Microsoft.Windows.Cortana" applications need to be installed correctly.

Now how do install these applications

 

Feature suggestion: Add right-click menu

Suggestion: Please add a Windows 7 Jump-List and/or right-click menu to the GPU-Z icon in the Windows taskbar. Possible menus in it would be "Exit" and "About GPU-Z...".
Maybe also "Switch to tab 1/Switch to tab 2/Switch to videocard 1/Switch to videocard 2" too.
Examples of programs that have such menus are ICQ, Skype, AIM.

NOTE: It seems for a right-click menu, Windows 7 is not needed - it works on WinXP and Vista too.
But even a Windows 7 Jump-list may be good enough.
