Windows 10: Windows startup updates stuck at 94%. How to cancel it in WinPE?

When I power my PC on, the loading screen is stuck and can be described like this:<The loading animation is freezed.><it was spinning prior to 94%><once it reaches 94%, the animation stopped abruptly>Working on updates94% completeDon't turn off your computerI turned it off by holding down the power button and turn it back on again, multiple times, and everytime it just do the same thing.At this point, I'm unable to get into the system. Windows 10 Update will not install stuck at 94%

I can not get the Nov 2019 update to install. It is stuck at 94% and really SLOWING my computer down! Help!!

I'm John an Independent Advisor and a Microsoft user like you. I'll be happy to assist you today. I understand you have a problem with feature update stuck at 94%. What is your current Windows version and edition? Press Start then search Settings, select System
then About.

Please try the suggested solutions below.

**Perform a Clean Boot

Go to the search box > type MSConfig.

Select System Configuration > go to the Services tab.

Select Hide all Microsoft services > Disable all.

Go to Startup tab > Open Task Manager > Disable all the unnecessary services running there. Restart your computer and check for updates,

**Run the Windows Update Troubleshooter

Windows 10: Select Start > Settings > Update & Security > Troubleshoot, then select Windows Update under Get up and running, and then select Run the troubleshooter.

**Make sure Windows Update and Background Intelligent Transfer services are available and running.

Click Start, type services.msc in the Start Search text area, and then click services.msc in the programs list. If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.

Double-click Background Intelligent Transfer Service.

If the Startup status lists Stopped, click Start and then click OK. If the status is Running, click Restart

Double-click Windows Update.

If the Startup status lists Stopped, click Start and then click OK. If the status is Running, click Restart

Double-click Workstation.

If the Startup status lists Stopped, click Start and then click OK. If the status is Running, click Restart

Close the Services window and try to install updates again.
