Windows 10: Windows Store login issue

I'm on my second clean install of Windows 10 Home recently (yes I have a legit key). I can log into MS in accounts just fine. going into the store i get we encountered an error, try again later. Every single time. I've done wsreset.exe I've logged into local account and back to MS account. sometimes with issue. Multiple restarts. Computer is completely up to date. running 1903 stable. I was able to download Pandora and Netflix just fine. It gave me the error first then proceeded to download. I'm trying to test a minecraft server but can't download any version of the game as it won't let me log in. This is also a brand new computer build. On my last build i was logged into the Windows store all the time with no issue. That drive was wiped and had a brand new install put on it. Bout to pull my hair out. I've been in IT for fears and this frustrates me that I can't figure this out. Any help would be appreciated, thanks. I will name all the other fixes I've attempted when i remember them. I have gone to the troubleshooting wizard to try the store and windows update. No issues come up for either item.

I would suggest you to provide some information to help you better.

• Are you facing this issue in Local account or the Microsoft account?
  
• Did you make any changes prior to this issue?

Note: You need a Microsoft account for the Windows Store to download and install and work properly. So you may have logged your system to Microsoft account but you need to login to Microsoft account in the Store also to get full access.

If it not working then try with the below steps and check if helps.



Step 1: Sign out from the current user account and login to Admin account which has a Microsoft account linked
and check.

Note: Install all the pending updates and check restarting the machine.

If still the issue persists check with next method.


Step 2: Try a Windows store resetting.

1. Press Windows + R key.

2. Type wsreset and hit Enter.

Windows store will reset and start.

I suggest you to clear the Windows Store cache by following the steps below:

• Right click on Start button and select “Command Prompt (Admin)”.
• Type “wsreset.exe” and press enter.

After the Windows Store is reset, Computer will automatically open Windows Store. Check if the issue still persists.

When I run 'wsreset' I get the message that 'I need a new app for this'
