    I'm having an issue with the Windows Store on Windows 10 whereby, whenever I go to the 'My Library' section and then to the 'All Owned' tab, I get spinning wheel for a moment then a message "Add some apps. There's nothing in your library." There absolutely is quite a lot in my Library, I've amassed quite a collection over the years. When I search for an app that I know I own, eg, Spotify, it tells me that I already own it. So I know that my Library hasn't been purged.

    I have three computers all running Windows 10 1909. All running with the same Microsoft Account logged in. This issue is present on all three machines. The further ramifications of the issue appears to be that I'm not able to leave any reviews for any apps that I own in the Windows Store. It physically allows me the option to do so, but every time I try I just get a spinning wheel until it times out. Furthermore any games that I install from Windows Store as part of my GamePass subscription don't work. E.g, when I load 'Alien Isolation' I get an error saying that it's unable to sync cloud data and I'm unable to save any game progress.

    I've tried all of the options presented but none of them have worked for me. To recap them here...


    Run the Windows Store app troubleshooter

    The troubleshooter immediately detects an issue "Windows Store cache and licenses may be corrupt. Resetting Windows Store will resolve... etc etc"
    I click 'Reset and open Windows Store' and it tells me "Problems Found: Windows Store cache may be damaged" with a green tick saying 'Fixed'. However, the problem remains. No change at all.

    There are then more suggestions for how to reset the Store with WSRESET and using PowerShell, and removing and re-installing it with various methods. I've tried all of these and the problem persists.


    There then follows a suggestion to use the 'Microsoft Account Troubleshooter' here...

    But when I run this, I get an error saying "Can't connect to the sync service - There might be an Internet connection problem or the service may not be available. Please check your Internet connection and try again."
    My internet connection is otherwise completely fine. All my other Microsoft services like OneDrive, Outlook and Office all work and sync online perfectly fine. I've also tried connecting my laptop to different Wi-fi networks and the issue persists.

    I've of course tried variations of disabling my VPN's and Firewalls, with everything off the problem still persists.


    The last suggestion was to talk directly to Microsoft Support, which I tried. They suggested that because I'd switched the 'Primary Alias' of my Microsoft account from the *** Email address is removed for privacy *** email address used to create the account, to that of another email address ***@***.com I'd imported with an Outlook Pro account, that this might have been the cause of the issue. I switched back but the problem still persists.

    The only glimmer of hope I found was with one of my machines, I did a clean installation of Windows 10, as it was when I bought the computer, this was a clean installation of version 1709. Within THAT version of the Windows Store, my Library showed up in full. I could see all of the apps I'd ever owned or installed and it was wonderful! Then I did the Windows update back to 1909 and the issue was back again.

    The problem seems to fundamentally reside with my account settings somewhere in the deep dark recesses of Microsoft's databases. If anyone has any suggestions, I'd be hugely appreciative. Also, if anyone can guide me to the person at Microsoft who could potentially fix such an issue I'd be very grateful. Short of just creating a whole new account I'm not sure what else to try and I really don't want to have to do that.

    Microsoft store shows app Installed...not so

    Tried both suggestions as the Troubleshooting step did not fix the issue...Reset Windows Store and now the Appl in the store shows I OWN it...prior it showed it as installed.

    So still cannot re-install the app......

    Hi Daryl,

    As you are facing issues with Windows Store services and unable to download any apps, do not worry we will help you with this issue.

    Do let us know if you have made nay changes to the operating system prior to this issue?

    Let us try few of the below troubleshooting steps and check if it helps.

    Step 1: I suggest you to Disable Proxy Settings

    Windows Store apps won't work properly if you are using a proxy server. You may disable the proxy server and check.

    Follow the below steps.

    • Press Windows Key + R to open
      Run
      command, type inetcpl.cpl.
    • Under Internet Options, go to
      Connections
      tab.
    • c. Click on the LAN Settings button.
    • Then uncheck the option Use a proxy server for your LAN.
    • Click Apply.

    Step 2: I suggest you to try to start the Windows Store service and set it up as Automatic and check if it helps.

    Steps:

    • Press Windows + R to open Run
      command, type Services.msc and press
      Enter.
    • Search for Windows Store service, right click on it and
      start the service.
    • Also, set the Startup type to Automatic.
    • Now check if you are able to log-in.

    Step 3: I suggest you to run the
    Windows Store Apps
    troubleshooter.

    troubleshoots problems that may prevent Windows Store Apps from working correctly.
