Windows 10: Windows stuck at 64% restart loop, I downloaded windows on a USB to fix it, but it won't work?

Hey guys so the other day my PC was stuck at a restart loop so I did the command prompt settings "regedit" to change the value in the HKLM folder... then my windows would be stuck at 64% while being in a restart loop..... I did my research and found out I had to download windows onto a USB and I did but when I go into the advance start up theres no option to system reformat, only system restore, but I have no restore point saved.... Also when I go into trouble shoot to diagnose the problem it gives me like 6 other window 10 options which I'm confused about...... so I decided to reinstall windows, but the thing is it gives me like 7 different options of windows like "Window Home" "Window N" "Window Education" and etc which I was so confused about... I just clicked on the top option which is "Windows 10 home" the installation was going great but it randomly restarts the whole process and cancels the installation every time I try to install windows so I don't know what to do now, and school is coming up in a couple of weeks and I need my pc... Any help would be appreciated

my teacher's computer is stuck in a restart loop

hey my teacher/coach's school computer (dell optiplex gx150) is stuck in a restart loop. When it boots up it will make it to the windows os load screen and then restart. i already tried all the settings in the F5 menu and none of them worked it just restarts again.

p.s. I also see a blue screen flash on and off the screen b4 it shuts itself down and starts again.

i need some major help on how to diagnose and fix the problem.

 

Installation Stuck at 64%! (Restarting Loop!!!)

So I was factory resetting Windows 10 on my old HP Pavilion g6 laptop and it was stuck on the "Installing Windows" screen with the circle and percentage in the middle. First it was stuck on 10% now is 64% but at that 64% it keeps restarting! I don't know
what to do, this is my only computer. When it restarts, it restarts the whole system, goes to the screen where it has the blue Windows 10 logo, then black screen with the loading circle and then back to the blue Windows 10 logo but it said "preparing" at the
bottom, and last, it went to the "Installing Windows" screen but flashes very fast to restart and it repeats over and over in a loop. If you help me, thank you!!!
