Windows 10: Windows stutter at startup

Since i reinstalled windows 10 i started to experience weird stutter at startup, just as dekstop appears it sudenly freezes for 1-2 seconds, its very noticeble then moving a cursor across the screen as it jumps 1-2 times with 0,5-1 seconds delay, then goes back to normal

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?

I understand you have Mouse stuttering at startup.

1) Since it happens at Startup the first thing I'd do is Establish a Clean Boot to get rid of Startup freeloaders that can hog resources and cause issues by conflicting:

Adding programs to startup with Windows 7?

You could add entries to the registry to launch the apps on startup, but it's easier to just add them to the startup foler as Newt suggested.
