What cause the failure? I was cloning my system hard drive on another PC. Using the other PC file Explore, open the c:\Windows and C:\User directory. A message pop up to ask for administrator permission to view this folders. I granted and browsed some files in these directory... I believed this alter the ACL resulting the current no boot on the now failed Windows.*** Can not entered Window Recovery Enviroment. It will loop when I select F1. Probably ACL permission prevent me from access system file in C:\Windows ***All the suggested command prompt on internet like sfc /scannow; Dism /C

An access control list (ACL), with respect to a computer file system, is a list of permissions attached to an object. An ACL specifies which users or system processes are granted access to objects, as well as what operations are allowed on given objects. Each entry in a typical ACL specifies a subject and an operation. For instance, if a file object has an ACL that contains (Alice: read,write; Bob: read), this would give Alice permission to read and write the file and Bob to only read it.
