Windows 10: Windows taskbar flickering, screen randomly freezing, more CPU usage than expected

Recently, my taskbar flickered video below, I tried many ways to fix it but nothing seems to work, I tried reinstalling windows 10, 11 multiple times Education, Pro, Home, etc... But my taskbar and errors are still there. I tried updating BIOS, graphics driver from the manufacture's website. Whilst the taskbar flickering, my screen'll also randomly freezing 3-5 seconds which makes my laptop unusable. Last but not least, my cpu usage while gaming is higher than expected the game only runs at 30%-40%, nothing else is running but the cpu usage in task manager shows 90-100%My laptop: DELL In

Taskbar is flickering randomly

my task bar has been flickering sometimes for no reason. It isn't a constant flicker either it's more like periodically it'll flick like when I update my graphics drivers (whenever I update my graphics drivers it'll make the screen flicker) only it's the
taskbar like it needs to load the programs on the taskbar or something and it flickers. Like half the task bar will like go black and then all the other apps on the task bar will reappear and that's when the flicker happens. My graphics drivers are all up
to date nothing is out of date all my drivers are good so I don't know why this would be happening. It isn't CPU usage either I'm using only about 6%-10% of my CPU at one time due to having some apps and Malwarebytes and Kaspersky running in the background.

 

Screen Flickering on AC Power - Windows 10

Hi Greg,

I went through the listed steps. I previously did full reinstall of Windows 2 days ago hoping that would help.

The screen does still flicker. I believe to have narrowed down the remaining cause to sudden and high CPU usage from the 'Services and Controller App' listed in the task manager. When CPU quickly peaks from this the screen flickers still.

Windows 10 freezes randomly

I had already tried turning off fast startup, to no avail.
Will look at the list you provided, thanks. Hard to do when computer freezes on the Windows loading screen though. *Biggrin

I had tried that as well... no result.
