Windows 10: Windows Theme keeps reverting to grey theme

I have syncing turned completely off in Windows Settings, I removed all devices but my PC from my Microsoft account. And I also tried enabling "Do not sync desktop personalization" and "Do not sync personalize". But it keeps reverting to this grey color whenever I reboot, sign out and sign back in, turn HDR on or off:

Hello guys I am encountering the same problem. What you have suggested is working but every time I restart or turn on my computer, it reverted the theme to "unsaved theme."

• Did you try the steps suggested by Suvarna Govinda above, what was the result?

As I understand the issue, Themes in Windows doesn't have the options to change on its own. Only the Wallpapers in the themes can change as selected ( Picture, Solid color and Slide Show ).

I would suggest you to make us understand that if the Wallpapers are changing in Theme which you have selected.

Below are the steps you can check if it helps.

• Press Windows + I keys and select Personalization.
• Select Theme and select the Default theme.
• Select the Desktop Background below and select the Picture
  and save it and check.

• From which option are you setting the desktop theme (My themes or Windows Default themes)?
• Have you created any theme of your own?

Set the theme from My Themes by following the steps below and check if the issue is resolved.

• Open Personalize page by pressing Windows Key + I on the keyboard and selecting
  Personalization option from the window.
• Click on Themes from the left side panel of the window and click on
  Theme settings.
• Select a theme under My Themes and check if the changes are effective.
