Windows 10: Windows Update 0x80070643 - .NET Framework Corruption

Hello, When updating SQL security, error 0x80070643. What I've done so far:- DISM and SFC - .NET Framework Repair tools - Windows built-in update troubleshooter- Rename SoftwareDistribution- Clear/Reset Catroot2- Reset Windows Update components manually per Windows Update - Additional resources - Windows Deployment Microsoft Docs- Reinstalled .NET Framework- Rebooted in safe mode with networkingNo change at this point. Any ideas? Please do not say DISM and SFC. This is not an issue where slapping a manual install is the point. This is an attempt to fully resolve, not Band-Aid the problem and

Microsoft .Net Framework update error 0x80070643

Uninstalled Microsoft .Net Frameworks (All) due to some issues. Was finally able to reinstall .Net 1 to 3.5. Nothing above that will install. I tried NetFxRepairTool, , dotNetFx40_Full_setup, vs_community****.1509654832, and QuickBooksDesktopInstallDiagnosticTool.
Nothing will get it back. I installed VSCodeUserSetup-x64-1.30.2, but that didn't add them.

Here's the kicker. netfx_setupverifier says I only have 1 to 3.5 installed.

NDP4#(#)-KB3045557-x86-x64-AllOS-ENU says they're all already installed:

• .NET Framework 4.#(#) or a later update is already installed on this computer.

AspNetMVC3, AspNetMVC4, AspNetWebFxUpdate_KB2992080 and AspNetWebFxUpdate_KB2994397 say the following:

• Error writing to file: System.Web.Mvc.dll. Verify that you have access to that directory.
• On Retry: The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2350.

(What directory is that?)

Windows update throws an error for:

• Security Update for Microsoft ASP.NET MVC 3 (KB2993937) - Error 0x80070643
• Security Update for Microsoft ASP.NET MVC 4.0 (KB2993928) - Error 0x80070643
• Security Update for Microsoft ASP.NET MVC 5.0 (KB2992080) - Error 0x80070643

(I assume it's because of the MVC error above.)

Reformatting my computer is my very last option. Is there a way to force the .Net Framework 4.## to reinstall?

Method 2 I also suggest you to uncheck the
.NET Framework 1.0 and restart the computer and check if issue persists,

Please follow the steps below:

  Right click on start menu and click on programs and features.
  
• 
  Click Turn windows features on or off.
  
• 
  Uncheck .NET Framework 1.0 and .NET Framework services.
  
• 
  Click on ok.
  

Once, you have unchecked these, Please restart your computer and recheck
the .NET Framework 1.0 and .NET Framework services andcheck.
