Windows 10: Windows Update 22h Fails Err 0x80070002 - 0x2007 during the INSTALL_DRIVERS operation

OK, I am thoroughly frustrated at this point and have wasted HOURS trying to get this update to complete. Windows Sandbox seems fragile on 1903 for a bunch of reasons; mine won't start with a different error code.

Feedback Hub reports for "Windows Sandbox won't start" mention about 25 different error codes experienced.

Using the normal Windows Update, or the Media Creation Tool, I end up with the same issue. During the install, once it starts to install drivers around 30%, the computer just turns off. Turning it back on, it restores my previous version of Windows and
when I log back in, the error is:

We couldn't install Windows 10

0x1900101 - 0x20007

The installation failed in the SAFE_OS phase with and error during INSTALL_DRIVERS operation.

It's an HP Pavilion 21 - All in one, that was successfully upgraded to Windows 10 2 months ago. Haven't had any Windows update issues since. Is there a log or anything I can find out what driver is failing and causing the computer to just turn off during
the upgrade?
