Windows 10: Windows update and Windows store not being able to download anything

Recently I installed windows on my new laptop and from the very beginning I can not install any windows or windows store updates. They all get stuck at Downloading (some download up to 6%).

On the windows update I get the error that an update service was shutting down and in the store I get the error Code: 0x8024001E.

I've tried every single solution I came across on the internet including restarting all the update services, reinstalling store, resetting store cache etc. The only lead so far is that when I ran System File Checker the following corrupted file couldn't be fixed :

^This, then reboot and go to manually update windows. Find KB3035583 in the list of available updates, right-click and "Hide this update" so it doesn't get installed again next go around.

To stop the download, uninstall the KB3035583 update (under "Control Panel > Windows Update > Installed Updates").


To get rid of the C:\$Windows.~BT folder:

• Right-click on your C: drive.
• Select "Properties".
• Click on [ Disk Cleanup ]
• After the initial scan: If you have a [ Clean up system files ] button, click it and wait for the second scan to finish.
• Scroll down the list and look for "Temporary Windows installation files" (its size should be in the gigabytes range); check the box.
• Click on [ OK ] to start the clean-up.

 

Not able to Download or update from Store (0x80070005) on Windows 10 Phone.

• When you say that "download or update from store", are you referring that you facing issues with downloading or updating apps from Store?
