Windows 10: Windows update ? caused decreased framerate in games

So in early august I had to restart my laptop because it didn't feel like fully waking up from hybrid sleep. I turn it on and am met for a black screen for around 5 or so minutes before I decide to restart it again. Then I figure out that windows is updating so I let it do that. When I finally come back, I boot up a game and immediately notice that my FPS is lower than it should be. I try around with some other games and am met with the same result. I'm not sure if windows update caused this or something else entirely, but it's a really annoying issue that I don't know how to fix.

Aaah, yes, you're definitely right that the performance depends on the developer: I was behind the times and thought that the framerate was still limited to 30 fps by the operating system/XNA framework. Turns out that the framerate can now be increased
up to 60 fps:

"The XNA Framework on Windows Phone OS 7.1 supports the native device refresh rate, up to 60 Hz. If you set the
PresentationParameters.PresentationInterval property to
PresentInterval.One, then the PresentInterval.One value is used, targeting the native device refresh rate."

Games cause the computer to freeze seconds after opening them for Windows 10

Thank you for providing us the troubleshooting steps that you have performed.

I suggest to run the game in compatibility mode by following the steps below and check if it helps.

• 
  Right click on the ‘Setup’ icon for the game and click on properties.
  
• 
  Under Compatibility tab, check the option for ‘Run in Compatibility mode’.
  
• 
  Select Windows 8.1 from the drop down list.
  
• 
  Click on Apply and then OK.

1809 update + Geforce driver 416.16 youtube framerate tanks

I have youtube open, playing a video(fullscreen or not produces the same result), and a game open if windowed borderless. while in the game, the video framerate tanks to 3-5 fps. videos played normally before the updates. need a fix, googling my issue only brings up game framerate issues not youtube framerate issues.
